Not transmitting or allowing the passage of actinic rays (ultraviolet or other radiation that causes chemical changes).

From Greek a- ('not') + actinic (from aktis, 'ray') + -ic (adjectival suffix). A technical term in photography and chemistry for materials that block active radiation.
