An allowance is a set amount of money given regularly to someone, often a child, to spend or save. It can also mean an amount of something that is permitted or reserved.
From Old French *alouance* “approval, permission, allocation,” from *alouer* “to allow, approve.” It kept the sense of an officially approved portion.
