A chief or principal vestryman; the leader of a church vestry or parish council.

From 'arch-' (chief) plus 'vestryman' (from Latin 'vestis', garment, referring to the vestry where church vestments are kept, and by extension, the church council). This administrative church title has specific historical usage.
