Assignability

The quality or state of being able to be assigned, transferred, or given to someone else.

From 'assignable' (able to be assigned) plus the noun suffix '-ity'. The root 'assign' comes from Old French 'assigner' and Latin 'assignare' (to allot or appoint to).
