A worthless person, or a layer of dirt and foam that forms on top of a liquid.

From Middle Dutch 'schum' or Middle Low German 'schum,' related to Old Norse 'skúm' and German 'Schaum.' Originally meant foam or froth, but by the 16th century had developed the meaning of a despicable person.
