Definition
A person who has escaped or run away from a place, especially a prisoner who has escaped from prison or custody.
Etymology
From 'escape' (from Old French 'eschapper,' meaning 'to get out of one's cape') plus '-ee' (a suffix indicating a person who experiences an action). The original meaning referred to slipping out of a cape grabbed by an attacker.

The '-ee' suffix in 'escapee' (like in 'employee' or 'refugee') marks someone who receives or experiences an action, which is why we don't usually say 'the person who escaped someone' but rather 'the person who was escaped from.'
