Definition
A system of government in which power is divided between a central authority and constituent political units. This allows multiple levels of government to exercise authority over the same territory and population.
Etymology
From Latin 'foedus' meaning covenant or treaty, through French 'fédéralisme'. The concept emerged in political theory as nations sought to balance central control with regional autonomy, particularly influential in American constitutional design.
