Etymology

From Latin 'implicare' meaning 'to entwine, involve', from 'in-' (in) and 'plicare' (to fold). It originally described things folded or tangled together.

To implicate someone is to show that they’re ‘folded into’ the situation. Even if they didn’t act directly, their name becomes tangled with the event. That’s why being implicated can be damaging even before a trial.
