Definition
A frivolous or light-minded person; someone who talks superficially or engages in idle chatter.
Etymology
From reduplication of 'chip' in the sense of 'to talk' or 'to cut short,' combined with 'chap' (a fellow or person). The doubling pattern (chip-chap) was typical of 19th-century slang formation for creating diminutive or dismissive terms.
Kelly Says
This delightful Victorian slang captures how English speakers loved to use rhythmic reduplication to mock people—'chipchap' had the same joking, slightly mean spirit as 'riff-raff' or 'wishy-washy,' making fun of someone just by how the words sounded together.
