Definition
A scheme is a plan or system for doing something; it can be neutral or positive, but sometimes it suggests a secret or dishonest plan.
Etymology
From Latin “schema,” from Greek “skhēma” meaning “form, plan, figure.” In British English it stayed more neutral, while in American English it often took on a negative sense of trickery.

In British English, a “government scheme” can be a normal public program, but in American English a “scheme” often sounds sneaky. The same word can feel honest or suspicious depending on which side of the ocean you’re on.
