Definition
Singular means relating to just one person or thing, as opposed to more than one. It can also mean very unusual or remarkable.
Etymology
“Singular” comes from Latin “singularis,” meaning single or unique, from “singulus,” one at a time. In grammar, it came to mean the form used for one item. The sense of ‘remarkable’ grew from the idea of standing out as the only one of its kind.

In grammar, singular is just the opposite of plural; in praise, a ‘singular achievement’ is one that stands alone. Both uses come from the same root idea: one-ness. Once you see that, the leap from boring grammar term to elegant compliment makes more sense.
