When used as a verb: to go past a target or destination too far; when used as an adjective: describing a water wheel where water flows over the top (opposite of undershot).
Etymology
Compound of 'over' (Old English 'ofer') and 'shot' (past tense of 'shoot,' from Old English 'sceotan'). The combination dates to at least the 1500s. The water-wheel sense emerged as a technical term in mill engineering.

An overshot water wheel is more efficient than an undershot one because gravity helps push the water around—medieval engineers figured this out and it's still used in some hydroelectric plants today. The engineering principle shows how water's weight, not just its flow, can be weaponized for work.
